For the crust, mix together first three ingredients (flour, sugar and butter) and press into 9 x 13 pan. For the filling, sift together flour and sugar into mixing bowl. Add cream and eggs and beat until smooth. Fold in rhubarb and pour over crust. Bake at 350° for 45 minutes or until center is set. Cool. For the topping, beat cream cheese, powdered sugar and vanilla until smooth. Fold in whipped cream. Spread over filling. Chill until ready to serve.
