Mix cake mix, eggs and oil until well blended. Add all chips and toffee and mix well. Press ½ of dough mixture into greased 9 x 13 pan. Bake at 350° for 10 minutes. Remove from oven. Meanwhile, melt caramel, butter and sweetened condensed milk over med/low heat. Pour over baked crust. Marble the remaining dough on top of caramel mixture. Bake for 25-30 minutes more. Remove from oven and cool for 30 minutes. Refrigerate for 30 minutes.
