Combine 1/3 c. evaporated milk and caramels in double boiler and heat until melted. Combine rest of ingredients, leaving nuts and chips for topping. Press ½ batter in 9x13-inch pan and bake for 6 minutes at 350°. Remove from oven, sprinkle chocolate chips, melted caramels, and nuts over this and crumble rest of batter over this and bake for 15 minutes at 350°.
