Melt caramels with 1/3 Cup evaporated milk. Stir by hand cake mix, butter, and remaining milk. Place half the cake mixture in 9 x 13 greased pan. Bake @ 350 for 6 minutes. Remove from oven and while hot, sprinkle with chocolate chips and nuts. Drizzle caramel mixture over top. Place remaining cake batter over caramel in dabs here and there. Bake @ 350 for 18 minutes. Cool before cutting.
