Preheat oven to 350°. Combine crust ingredients until fine. Pat firmly into an ungreased 9x13-inch pan. Sprinkle pecans over crust. Prepare caramel layer by bringing the butter and brown sugar to a boil, stirring constantly. Pour over the pecans. Bake 18-22 minutes. Sprinkle chocolate chips on top.
Cool completely before you spread the chips.
